Stupid electric car/plug in hybrid question

How much of a risk is there in wet weather of being electrocuted by plugging in when everything is wet?

Is there no charge going to the plug or receptacle until everything is connected and sealed against each other?

They opened an Outpost Foods hippie store close by, and they have a charging station right there in the parking lot out in the elements. I wish I still had a car with a block heater.... I'd park there for the LULZ.

1. I'm not an electrician (or a doctor) but...

2. I have experience with electric cars and charging stations.

It seems the modern J1772 "standard" charging connector has enough smarts that until it's all plugged in and communicating, there's no significant current flowing. When you plug in, there's some beeping while the car and the charging station get to know one another, and then typically a "clunk" from the station as the power starts to flow. You can yank the connector out of the car and it automatically stops, etc.

Note that technically, the charging station doesn't have a charger in it, it's more of a "supply station," and the charger is actually onboard the car.

Even if there was current to the plug, it would still be pretty hard to get a shock off it. You'd have to get it wet in such a way that it didn't short out first.

I prefer to go with the uninformed, hysterical 'do you want your children TO DIE!!!' fear mongering to make myself feel superior and needed, then get told later and act like I never knew.
